The opposite of what happens to most dogs, my pembroke welsh corgi puppy sits down and refuses to move when I take him out for walks. He's full of energy inside the house and he loves to play, but when I take him out, he sits on the sidewalk and refuses to move unless I try to tug him along (Which is something I don't want to do at all).
